General Information

  • Depending on the purchase, additional information may be required from the supplier
    (VPAT, scope of work, negotiation of contract terms, etc.) and internal University approvals
    may be needed (i.e. security review, accessibility review, LSU IT Governance review, and
    LSU Facility Services approval, etc.).
  • On-site services (i.e. training, implementation, installation, configuration, etc.) are subject to
    LSU’s insurance requirements and University travel regulations (LSU PM-13).
  • The competitive threshold is $10K for all hardware/equipment in the Information Technology
    (Computers, Servers, etc.), Audio/Visual, and Telecommunications categories.

Information Technology (Computers, Software, Servers, etc.)

  • Refers to the purchase of hardware, software, services and supporting infrastructure to
    manage and deliver information using voice, data, and video.
  • Commonly purchased information technology products/services include, but are not limited
    to: laptops, desktops, servers, hard drives, tablets, monitors, docking stations, office &
    industry-specific software, software maintenance, integration, configuration &
    implementation services.
  • Software purchases with a total cost for a 12-month period not exceeding $150,000
    (inclusive of the license, integration, installation training, travel, etc.), the purchase would be
    exempt from competition.
    • Software purchases with a total cost for a 12-month period exceeding $150,000,
      formal competition is required.
  • Single procurements of software maintenance with a total cost for a 12-month period not
    exceeding $150,000 are exempt from competition.
    • Software maintenance purchases with a total cost for a 12-month period
      exceeding $150,000 require formal competition.

Consulting Services

  • Consulting Services cannot exceed $74,999 within a 12-month period without being
    awarded through the competitive Request for Proposals (RFP) process.
    • Customized software that is being developed specifically for the needs of LSU
      and is not available for others to purchase (i.e. out of the box software) is
      considered a Consulting Service.
    • Implementation, software design & engineering, and configuration services not
      purchased with software is considered a Consulting Service.

Audio/Visual

  • Refers to the purchase of hardware or services used to create, deliver, or display audio and
    visual content.
  • Commonly purchased audio/visual products/services include, but are not limited to:
    projectors, speakers, video display walls, microphones, video cameras, lighting equipment,
    projection screens, security cameras, conference room cameras & control systems, radio
    receivers, AV receivers, audio mixing consoles, amplifiers, effects units, headphones,
    configuration & implementation services.

Telecommunications

  • Refers to the purchase of hardware or services for communicating over large distances by
    cable, fiber, telegraph, telephone, or broadcasting.
  • Commonly purchased telecommunications products/services include, but are not limited to:
    telephones, modems, routers, networking switches & hubs, voice over IP switches, fax
    machines, fiber/internet services.
