Construction/Renovation Projects

Also known as “Public Works” as defined in R.S. 38.2211 (A) (13), includes any contract for the erection, construction, alteration, improvement, or repair of any public facility or immovable property owned, used, or leased by a public entity. These contracts also include labor and materials. 

Construction/Renovation Project Thresholds

Note: LSU Purchase Orders are issued for ALL dollar amounts.

 

  • Quotes are obtained by LSU Facilities project managers.
  • Signed and dated quote less than 45 days old form.
  • Insurance & indemnification required.
  • No contract required, but LSU Procurement issues the purchase order.

  • Project solicitations sent by LSU Facilities project managers to multiple suppliers based on Planning, Design & Construction or Facility Services discretion.
  • Project contracting handled by LSU Procurement.
  • Signed and dated quote less than 45 days old OR solicited bid form.
  • Insurance & contractor’s notarized affidavit.
  • LA Contractor’s license required for plumbing, mechanical, or electrical projects $10,000 or above (all projects $50,000 and above require a LA Contractor’s license)
  • Performance bond and payment bond along with power of attorney required (at option of project manager for projects under $25,000).
  • Written contract and bonds recorded at Clerk of Court’s Office in parish where work is done (bonds may be optional for projects under $25,000).
  • 10% retainage withheld.
  • Notice by owner of acceptance of work issued by LSU when project is substantially complete.
  • Acceptance must be recorded by Clerk of Court’s office.
  • After 45-day lien period, original clear lien must be obtained from Clerk of Court’s office and be submitted to LSU with invoice in the amount of retainage previously withheld so retainage payment can be made by LSU.

  • Requirements listed in “Over $5,000 not to exceed $225,000” apply, unless specifically identified below.

  • Project solicitations & contracting handled by LSU Procurement and publicly advertised 3 times over 3 weeks as required by Public Bid Law.

  • Projects currently advertised for public bid can be found on Centerline Bid Connect at https://www.centerline.co/bidding/login.
  • Verification of employees & attestation required.
  • 5% bid bond required.
  • 10% retainage withheld for projects up to $500,000; 5% retainage withheld for projects $500,000 and greater.

Architecture & Engineering

Also known as a “Designer” refers to a person or organization professionally qualified and licensed to practice architecture, engineering, or landscape architecture in accordance with the laws of the state of Louisiana, who is to perform basic services for the project. 

These services are considered Professional Services and therefore exempt from competition. 

Designers are selected by LSU Planning, Design & Construction or State of LA FPC for each project and a Direct Appointment Contract must be signed. 

The Louisiana Capital Improvement Projects Procedure Manual for Design and Construction, https://www.doa.la.gov/media/vxhjewe0/2020-procedure-manual.pdf,  is a condition of the contract between LSU and the Designer.
